so when pplz talk about the three grades (e.g. A A B+), what exactly are they talking about? Don't these grades contribute mainly to your final chinese result?

They are the "Grade Assessments". Or simply GA's.
They contribute to your final SS for Chinese.

There are 3 GAs for Chinese:
GA 1: Unit 3 SACs (after moderation)
GA 2: Unit 4 SACs (after moderation
GA 3: The Exam (Oral and Written)
Based on the grades, your study score will be determined in some mysterious way by VCAA.

Is the end of year chinese written exam held at a specific venue for all Chinese students? does that mean everyone doing Chinese (regardless of FL,SLA, SL group) will be sitting the exam at the same time and at the same venue?

The written exam will be different for all Chinese students from all schools.
SLA, SL and FL will be at different venues because the examined material is different (think about it, there is the listening and responding section which are different for all 3 levels of Chinese :P)
