ESL: requirements?

Hi.
Just wondering what are the requirements for being eligible to complete ESL instead of just English? Couldn't find the info on the VCAA website.

This info is from the VCE and VCAL administrative handbook.

Eligibility for English ESL:

1) He/She has been a resident of Australia/New Zealand or any other predominantly english speaking country for NO MORE than seven years.
OR
An aboriginal student whose first language is not english

2) English has been the student's major language of instruction for no more than 7 years over the period of his/her education.

3) Special circumstances such as little or minimal primary education, interruptions to schooling etc.

Would I be eligible if I've been in Australia from December 2000? That means that the 7 year period would be until Dec 2007...

You would probably just scrape it. It would depend on VCAA's decision on the issue though. I don't think they would deny you the right to do ESL on the basis of one month.
