I dont even know how to start ?

Ive got some essay due for Legal and I am having serious issues on how to start. Can you people give me some ideas to talk about.

Legal Studies Unit Three Outcome Two:
The Australian Constitution and the Protection of Rights
SAC 2A: Research Essay   (20 Marks)
On the 21th April 2010 Australia’s Attorney General rejected a proposal to create a legal framework to establish and ensure a system of protection of human rights in Australia. The proposal was born out of the findings of the Brennan Committee which was asked to look into the issues concerning an establishment of a Human Rights Charter for Australia.
The rejection of this charter received mixed reactions from the community with opponents and proponents alike using the decision to strengthen their strongly held views.
Using a variety of sources, representing the views of both sides of the debate, Discuss whether Australia should develop and adopt a Charter for the Protection of Human Rights.
Your answer should consider the effects a charter has had in other parts of the world, e.g. Canada, U.N. and Victoria. Have the implementation of charters elsewhere enhanced human rights? What legal authority has been given to charters?
Your response should include arguments in support of and against a charter.
In your response, evaluate the effectiveness of the Commonwealth constitution in protecting human rights.
Your response should indicate, with relevant justification, whether any proposed Australian charter should have legal authority, e.g. Entrenched in constitution, the power to invalidate laws or authority in the courts.
You report should contain 500-600 words, be referenced and conform to English writing standards.

Teacher expects 1000 words minimum.
2011:
Aims-
English 35, Further 45+, Methods 35, Physics 32, Turkish 33, Legal 28.

Bizarre time to have your AOS2 SAC...

I think you should structure the essay like this:

- Introductory paragraph, outlining the history of the Constitutionally entrenched bill of rights in Australia (i.e. previous proposals to introduce one?, Groups and people who have attempted to introduce A B.O.R. etc). Also include some examples of a few countries who've adopted a Charter of Human Rights in the world such as Canada, and explain the positive and negative effects it has had there.

- Reasons for the B.O.R. e.g. discuss how it will establish a really clear outline of the rights we have in Australia, not spread all over the shop like the status quo as Australia heavily depends on Legislation to protect rights. Here, also talk about our Victorian Charter of Rights and Freedoms and compare our protection to the rest of Australia, concluding if we are given better or worse protection.

-Reasons against the B.O.R. discuss why there should not be a B.O.R. in Australia, e.g. we may not require it?

-Conclusion, your stance on the issue perhaps, and whether, like you said, any proposed Charter should have legal Authority and whether there should be a middle ground included in the B.O.R. on which the Constitution may be overridden by the Parliament, e.g. the not withstanding clause in the Canadian Charter

Hope that helps a little bit, my knowledge of AOS2 is a bit sketchy atm, I'm sure you could add heaps more to my advice :)

Best of luck buddy

What Liuy said would also be my approach. Essentially, you're being asked to explore whether a charter should be implemented or not in Australia. Compare countries such as Canada, which has a charter and explain its' benefits/pitfalls. Keep it simple and you'll score well. Use your textbook (Making and Breaking the Law?), it contains a lot information regarding this area. What I've attached may or may not be useful to you, but it's relevant to this area.
