My first suggestion is the obvious one -> Actually read the damn questions. Too many people sit there and stare at the roof while briefly flipping through the pages.

After that I'd identify which questions may cause grief. I'd make a mental note of these questions and approach them last, or at least spend a great amount of time in reading time trying to figure out how to approach them.

Don't bother "checking out" how hard the other modules are. Only focus on the relevant information.

Before you walk into to the exam actually decide the order of modules/ core that you would like to attempt.

First 5-6 mins actually read your relevant modules and core section to get a feel of what is expected of you.

Next 9 mins actually start attempting questions in your head.

READ the paper, that's what reading time is for, not to do anything but READ

I personally would actively read, stopping to think about questions in which I do not have a solution plan mapped out in my head, and then continue reading
I wouldn't actually start attempting any questions because I don't think that it's wise to be attempting questions when you take 1 minute to re-write the answer after writing time begins whilst it takes 1 minute to solve the question in writing time anyway!

Use the reading time to compensate for moments where you have to stop and think in the exam, where you say "how do I do this question" kinda thing - that's what reading time can help you with
