Organisational inertia refers to the management's inactivity or lack of response, usually very unenthusiastically, to a proposed change. It is a restraining force for change.
An example might be a technological change such as the move to online shopping, a company such as Myer (just an example), may have displayed organisational inertia which caused a lack of responsiveness and recognition to address the change and implement strategies to achieve it.

I don't have it in my book either. I'm using Essentials (Cambridge) this year and I don't like it, tons of info left out.

From my understanding organisational inertia is the organisation's ability to cope with change and how well it responds to it. So negative organisational inertia would mean that the organisation isn't very adaptive whereas positive would mean that they are responsive. I've been told that it's not always bad, as in, you shouldn't refer organisational inertia as a restraining force because it's only the ABILITY of the organisation to respond. So you should pinpoint whether the organisation itself is responsive or not.

I could be wrong.
