Seasonal and cyclical variations

Does seasonal variation refer to just quarters or can it refer to years???
For example in hef ex1 2011 question 12 core, the graph shows a peak every 3 years but because the independent variable is expressed as years (2000-2012), is that why the answer is a cyclical trend?

Seasonal are repetitive fluctuating movements which occur within a time period of one year or less.

Cyclic - For a period greater then a year.
