Grade Distributions & study score

Can someone explain to me why B is the most common grade for both methods exams in 2010, and not a C+? If this year is the same as well, does that mean I need 2 B's to get a 30? What would 2 C+'s yield approximately? Thanks
2011 ATAR: 98.40

What if your SAC's is a high B
If i get from C+ - B+ is a raw 30 acheivable?
