Couldn't b) be Retention?
I would stick with motivation, because when it asked "to elicit the behaviour to be shown", to me that sort of suggests the learning has occur and retention has occured. Furthmore "elicting" suggests what evokes or causes the behaviour to be drawn out, also suggesting that the individual already has the ability to replicate the behaviour. I'm not 100% though, it's another one of those ambiguous VCAA questions lol.

I totally agree with what you said, and it makes sense, although a really poor question lol

I will just say that I am still confused about it, BUT my psych teacher says that it is: reproduction
Not saying that this is correct, I mean lets be honest it is pretty ambiguous and he may or may not have interpreted it correctly, but that's the answer he gave.

Would a) be vicarious learning coz why would you mention latent when its an observational learning question?

Might be vcaa's attempt to try to integrate learning theories into one question...to make you think

One of bandura's conclusions for his 1963b experiment suggests that children have learnt how to behave aggressively but did not show it until given the opportunity to do so (latent learning)

yeah observational and latent learning kind of go hand in hand because of the link with bandura. We talked about this question in class and yeah a few of them are a bit ambiguous.
