Effective Legal System

One element of an effective legal system is effective access to mechanisms for dispute resolution.
Explain what this effective access means and outline two ways in which our legal system provides for this
element.

Can someone help me to explain what effective access in a sentence. I know what it is and i know two ways our legal system provides for it, but i can't really define it.

"All parties who have had their rights infringed, or who have been accused of a crime, should be aware of their right to seek resolution to their case in the legal system. Further, they should be able to access legal bodies and not be prevented from doing so through a lack of funds."

"A legal system must provide ways in which disputes in the community can be resolved. This means the provision of avenues of dispute resolution so that the parties to a dispute can reach a resolution without having to resort to methods outside the law."

These are some examples of what i've got written down in my book, not sure if they are much help but maybe you could find a short definition by summarising them. If i had to make a sentence for it it'd be like:
Effective access refers to when parties whose rights have been infringed are easily able to seek resolution without being prevented through a lack of funds, or lack of knowledge of systems.

as a general rule, when the word EFFECTIVE legal system refers to F.A.T: Fair and Unbiased, Access to dispute resolution and Timely resolution of disputes.

Yeah that sounds pretty good. Although i think its difficult to talk about effective access for both civil and criminal law in the same sentence. What you said addressed the civil law side of it, but not really the criminal law side. (in your summarized sentence)

You're right, i'm having trouble relating in to both criminal and civil in a sentence. It's one of those things that i think we all know it's just hard to kinda explain... ???

Okay basically the question is asking to define effective access; The adequate access to acquiring justice and  the legal system. 1. This can be done by SPECIALISATION (Greater Accress through Specialisation) which is like specialist courts. 2. Greater access by reducing legal costs.( pro-bono etc.)

If you wanted to relate it to a criminal sentance: better access by reducing delays.

--> sentance indication scheme for the defendant to gain an early indication of likey sentance? Thus, encouraging an early guilt plea?
