When It says compare, and when it says contrast
 Are they the same thing?
I always thought contrast was specifically for differences whereas compare for similarities

For BM compare is similarities, whilst contrast is differences. Not 100% if it's the same for Legal.

Note: The new study design can't ask students to "contrast" according to our teacher. Only "compare".

Compare can be just similarities, just differences or a combination of the two.

Contrast is generally just differences.
