I've never heard the phrase 'rule system' before, sorry. A legal system is a form of rule system: it's a system of establishing common rules for behaviour in society. Perhaps they mean non-legal rules? Or a common law system versus a civil law system?

Is this in relation to Unit 1, Unit 3 or a university course? Context might help  :)

Sounds like you're trying to talk about legal and non legal rules, that was from Unit 1.

But I'll await for your clarification before I jump to any conclusions.

If you mean Legal and Non-Legal rules.

These are the differences:
Legal Rules - Made by law-making bodies with the force of the law, e.g. Parliament, Local Councils. They can be enforced through the courts.
Non-Legal Rules - Made by private individuals or groups, e.g. Parents, Schools. They cannot be enforced through the courts.

Hope this helps.
