SEAS & Living Cost

sorry for the ignorant question, but i honestly have no idea what SEAS is? is it something you have to apply for? and if it is, is the application still open? and about the cost of livong in monash, is the gap significant or is it just a few dollars? thank you so much for your help! i've been lurking in the internet for days trying to see if i can still get accepted to melbourne U, and finally someone with knowledgable information that can help!
