I thought the purpose of the GAT was to have something to fall back on in case you can't do one of the exams.

That and it has a hand to play in moderation of SACs for the cohort (NOT individually unless there is an illness or something).

It is also used to check how accurate the exam marking is, i.e. if you do well on the GAT and your sacs (and whatever else contributes to this predicted score - indicative grades and all that other stuff), and then poorly on the exam, VCAA will recheck the exam.
