down the bottom when you click submit it says 'a submission has already been made'

and under view I can view my paper.

this means?

It means that you have already submitted your work and that you don't need to double submit.
You can also check what you have submitted if you want.

Maybe this isn't what you're asking?

About the error refresh the page or exit the browser and come back in, then redo the steps.

If there's still an error after that then you should contact the co-ordinator.
