arctan(2x/(x^2+3)

When sketching arc-tan(2x/(x^2+3)=y
Would you label the  horizontal asymptote y=0 even though the graph cuts (0,0)?

That's an interesting problem... Maybe if you try restricting the domain of the asymptotes to R \ (-sqrt(3), sqrt(3)) it could work. I don't know if you're allowed to do that though...

look up the meaning of 'asymptote'
