Non-state actors influencing...

I don't understand really the term influence in regards to the non-state actors?

Basically the power to influence is the capacity to be a compelling force on or produce effects on the actions, behaviours , opinions and etc. In terms of the IMF, they can only really influence a state once the state has surrendered its economic sovereignty to them once they have really received IMF loans. It may cause states to transform their whole economic platform.  As the conditions of the IMF Loans compel them to. Maybe surrendered is a harsh exaggeration , however if we look at Greece at the moment. They're cutting spending and privatising a relentless of industries. If they don't meet specific targets to recieve IMF Loans. They may have to default and this would be the major catalyst for other states in the EU to default . The ramifications of such an event would be dire for the World's Economy.
