Study Design U3O1 KK04 Clarification?

SD U3O1 KK04 - purposes and functions of the physical layer (Layer 1) of the OSI and the relationship of the physical layer to the Transmission Control Protocol/Internet Protocol model

I'm fine with that first part, but I'm not too sure of what that second part is actually getting at. TCP relates to the Session layer, IP relates to the network layer - do they basically just want us to realise that the data that will be used at those stages will have gone past the physical layer at some stage?
