N.B. z = x+ yi

$|x+yi -i| = 4$

$|x+(y-1)i|= 4$

$\sqrt{x^2 + (y-1)^2}= 4$

thus
$x^2 + (y-1)^2=16$

so its a circle, of centre (0,1), with radius 4
