Basically I screwed up my First SAC. I got a 38/76 which was barely a pass D=.

Is there any chance of me getting a 30 now ?.

Yes for sure, just keep working hard to get good SAC results and prepare well for the exam and you should be able to get a 30 easily :) Just stay positive and keep working hard.

Of course, Unit 3 SACs for Futher are only worth 20 percent (I think there's still hope of getting well above 30)

Don't worry, I feel pretty shit after doing my Geography SAC as well (probably got somewhere around a pass)

Just motivate yourself to do better on the next few SACs, and prepare well in advance :)

You should be a bit concerned actually haha, heres some stats:
SAC Outcome 3 - 20%
SAC Outcome 4 - 14%
Exam 1              - 33%
Exam 2                33%

How your study score gets formed is actually very, very difficult to explain and comprehend. But SACs do matter, a lot.
If you f*** both SAC outcomes your screwed and exams can't save you. Exams are there to basically raise and lower your student further math ranking. Lets say you do a bit above average on the SACs and do a bit above average on the exams your score will be raised, but if you do mediocre on the SACs and do great on the exams you don't have much hope. Well that's just my basic knowledge on it, best advice is just to try your best on every SAC/Exam and get above average from now on. Good luck!

I think you've got it all wrong buddy. One SAC result will not matter, but of course if you consistently perform poorly on all your SACS you will find it contributes greatly. The one SAC shouldn't be too detrimental if you do reasonably well on the rest of them.
