In thin layer chromatography, is the stationary phase ALWAYS polar? Typically it uses a slica or alumina which are other polar.

Nope. In something called 'reverse-phase chromatography' the stationary phase could be a TLC plate (the stationary phase) coated with a non-polar substance such as wax or oil, with a polar solvent such as ethanol used as the mobile phase.
