Guys, what is the practical use for Vector Resolutes (VR)? The only questions that I can find relating to VR are those that actually state: "Find the VR  of a in the direction of b or find the perpendicular component" or whatever. But if a question doesn't state this, when do I actually use VR?

In dynamics you need to be able to find the angles between vectors in order to determine the force in a particular direction.
