According to this http://chemed.chem.purdue.edu/genchem/topicreview/bp/1biochem/amino2.html It will be a negatively charge ion.

General rule:

above pH 12 everything is deprotonated
below pH 2 everything is protonated
between pH 7-8 all COO- deprotonated all NH3+ protonated (including side chains)


VCAA will probs ask only at obvious pH's like 1, 7 and 14. They will not ask in between coz that's unfair.
