I assume the significant figures for this question is four and NOT 3 or 2 (even though the question said "45.0 ml of 10%...") because these values are not used in the actual calculations.
Can someone explain this to me...

Yep, you only count the sig figs in the data that you actually use, and everything that you use in that question is to 4 sig figs
