Cohort Ranking: Can my teacher do this?

Say that student A and B both got 99/100 marks for a subject, and were ranked #1, and the teacher wanted to differentiate between the two students, is the teacher allowed to change the students' marks, eg. boost student A to 100/100 and subsequently #1, and leave student B at 99/100 and therefore #2?

Thanks!

Yeah this can happen. But I wouldn't worry. Even if you are the #2, you can still get a higher SS than the #1.

There are worse things going on than this however. Cross-marking for example. They rarely get it right.

What's wrong with cross-marking?

One teacher is tighter than the other. Cross-marking helps blind marking, but it doesn't take into account that one teacher is tighter than another. A better idea is that one teacher mark say Q1-5 of every single SAC, another mark Q6-10 of every single SAC, and so on.

An issue I've seen with cross-marking in many places is that markers will inherently have a reluctance to overrule the other teacher (a professional courtesy of sorts) unless there's something significantly or obviously wrong with the mark given. Problem is that for many, VCE does come down to a couple of marks difference and a couple of marks can lead to a significant change in ranking.
