politics essay on ethical issues stuck !! :(

Many Ethical issues confront the internationally community.  While they cannot be ignored global actors face difficulties responding effectively to such issues.

discuss with reference to two of the following issues people movement and arms control and disarmament



How do i go about answering this?!

oooh hahah this one is a tricky one!
So you would want to break it up into each issue really, I think if you mix them it will get a hell of a lot more confusing.
So the thing you really want to discuss is why global actors 'face difficulties' in 'responding effectively' to such issues.
So here's how I would structure it:

1. Introduction; talk about ethics in general, define everything and provide context for the essay. Make your contention something like:
Global actors face difficulty in responding to issues that are based on moral philosophy as often they conflict with individual interest of the actor.

2. Begin discussion of people movement. I can give you a few pointers for this one because it's the one I studied hahah.
Main point: The difficulty of the state to manage immigration due to
a) The security threat that some asylum seekers may pose, evidence: the London 2005 bombings were seen as a 'direct consequence' of the UK's 'relaxed' immigration laws.
b) The economic threat refugees pose as they leech money from the welfare system of the state, you can use the USA as an example; they tend to reject people that require medical attention as this would cost the state heaps.

3. Do something similar for arms control and disarmament LOL. Break it up into its main kerfuffles and discuss why the interest of the global actor causes difficulty in solving the problem. I'm going out on a limb here, but maybe talk about some arms TNCs that provide arms to Syria (I'm pretty sure its the russians), and that there lies a conflict between their economic interests and the ethical obligations of their decisions.
