PLEASE ANSWER THIS SAC QUESTION

Hi guys,
I recently had a SAC for Unit 4 Outcome 1, and this question came up:

Courts and VCAT operate and resolve disputes in different ways
Comparing the two:
a. discuss the difference in their operation through highlighting a strength and weakness of each, and
b. discuss the difference in their resolution methods through highlighting a strength and weakness of each.
10 marks

Please, if anyway can try and answer this or just explain what it is asking and give a brief explanation of the question it would be greatly appreciated.
I have talked extensively with my teacher and still cannot distinguish the difference between operation and resolution, and have very little idea about how to answer the question.
Anyway, any explanation or sample answer would be great though.

This part of the question is concerned with the methods of dispute resolution - mediation, conciliation, arbitration, and judicial determination, whereas this:
discuss the difference in their operation through highlighting a strength and weakness of each
is about other ways VCAT and courts differ. So, for example, you could say that courts are able to deal with criminal and civil matters, but VCAT can only resolve civil disputes.

So when discussing the difference in their resolution methods through highlighting a strength and weakness of each, do I mention VCAT and the courts? Or am I just looking at how mediation, conciliation and arbitration and judicial determination operate?
My teacher said that I need to discuss courts and VCAT in this part of the question too (part b), but I didn't know how to talk about courts and VCAT while addressing resolution methods too.

I think the question sucks a bit.
[Update: full for 2018.] I give Legal lectures through CPAP, and am an author for the CPAP 'Legal Fundamentals' textbook and the Legal 3/4 Study Guide.
Available for private tutoring in English and Legal Studies.
Experience in Legal 3/4 assessing; author of Legal textbook; degrees in Law and English; VCE teaching experience in Legal Studies and English. Legal Studies [50] English [50] way back when.

I think the question sucks a bit.
Ahhhh thank you so much. I was hoping you would say that because I still don't think it is a SAC worthy question. With you saying that it just reassures me that I am not completely clueless and am right in thinking that it is an untterly stupid question. Is there any chance of getting a question like this on the exam? Also, I only got 8/10 for the question, can I complain to my teacher about it's legitimacy in a SAC, especially when the study design doesn't specify the knowledge required to answer this question?

No point complaining about it because every other student had to answer to same question so the playing field is level. And 8/10 is a good mark!

Re the Study Design, I think you can answer it entirely using material on the SD... but it's just a bit unclear exactly what material should be used and where!
