If you get an ATAR of 98-99 would sort of UMAT would you need to be in with a  good chance to get into MBBS

No idea. Depends on interview. Know someone with a 96.4 atar and 98 umat and got a bonded place. Know another guy who got 99.4 atar and 100 umat and got a bonded place.

It depends on your interview, but defs 97th+ percentile to be on the safe side, because a 98.00 - 99.00 ATAR would be below the median.

A higher UMAT than the cut. Which by my own speculation will be 92-93. The interview matters a lot too.

I started just after mid-year exams, giving around 6 weeks of solid cramming. There's quite rapidly diminishing gains with UMAT study from my experience.

Shinny is right, with the UMAT, you tend to gain very quickly at the start, especially for Section 3, then it sort of drifts off a bit - think lograithmic graph.

But the thing is, if you persist and keep at it long enough, you'll end up finding a few breakthroughs which will increase your marks drastically. For example, when I learnt how to solve questions using a table in S1, my average S1 marks increased by a constant 3-ish marks every exam, so it does help to practice.

He hasn't dropped out, but perhaps a more private conversation with him may be more appropriate :)
