Referendum Process

So I'm halfway through note writing, and I've hit something that has me stumped.
My textbook says both in different areas of the book, so now I'm completely confused.
Basically, in passing the Constitutional Alteration Bill through parliament, can the first house pass it twice within a period of three months, or after a period of three months?

The first house definitely has to wait a period of  three months before passing it again in which case it's the Governor-General's decision. In this event the Prime Minister pretty much advises the GG as to whatever should happen, thus it's damn near impossible for a party that isn't in Government to put a proposed change to the electorate. Definitely a three month waiting period.
