EMF - positive or negative?

EMF = -n change in flux/change in time

When the flux is decreasing EMF = -n final - initial flux (0 - positive)/time which will give a positive answer

However! when the flux is increasing EMF will give a negative value according to the formula.

So anyway, should I give EMF as a scalar or a vector in the exam?

EMF is not a vector quantity since it's just a number.
It's worthwhile to note that d(flux) (change is flux) is always flux(final) - flux(initial). If flux(final) < flux(initial), the EMF will be positive according to the formula. Likewise, if flux(final) > flux(initial), the EMF will be negative.
