Will VCAA always give one theme based topic and one character based topic?

Also, with the character based topic, is it most likely to be based around the main characters? I was just thinking that they would most likely ask about a main character because they wouldn't want to ask something that not many people would be able to respond to. Ultimately, they want to see how much we know and so by asking something less obvious, they may not get as many good responses.

There's no rule stating that they have to. Looking at last years exam, it looks like the Richard III topics were two character based ones (on the same character too) and the Things We Didn't See Coming topics were two theme based ones.
