What type of conflict is poverty?

Is it social conflict where there is a struggle between the rich and poor? Or could it be something else?

I was thinking of writing a speech on the issue of everyone needing to do their part to help countries that suffer from poverty and link to to Rugmaker but I'm not sure if I can actually do this or not.

As in physical poverty? (Poor, without food/shelter?)
Or emotional poverty? (I think of Scrooge from Christmas Carol...)


What causes poverty?? Moreover, what conflict does it grow from??
A failure of government to provide? +international intervention?
Or simple struggle to grow enough in harsh conditions??
