I got the same answer as oneialex....

It's 200? And it doesn't seem to matter how you order it. (I've tried Labour, Liberal, Other and Liberal, Labour, Other and it gets the same answer, a definite 200). I've also drawn it as a transition network (3 vertices), and I am still getting 200.
I tried multiplying the given matrix with a 3x1 matrix containing the values 300, 200 and 100. That gave the values 210, 250 and 140. I added the difference between the new values and the old values (90+50+40), which gave 180. It was more-or-less experimentation on my part, I must admit though.

But wouldn't you be counting the people who changed votes twice? I intially thought it would be 90 because 300 became 210 hence 90 people changed their votes to the other two. then 50 votes were added to the 200 and 40 to the 100.?

i put this in the calculator:
[.6 , .1 , .1; .2 , .8 , .3; .2 , .1 , .6]*[300; 200; 100]

which gives you [210; 250; 140]
total change: (300-210)+(250-200)+(140-100) = 180 = C
2012: Further Maths: 45+
2013: English: 30+, Methods: 45+, Specialist: 35+, Physics: 45+, Accounting 30+

This is how MAV have interpreted it. However it as a terrible question as it is way to vague and ambiguous, because it can also be interpreted as the actual amount of people that changed votes overall; which is 200.

yeah it can be commonly misinterpreted,  hopefully no questions like this comes up tomorrow

VCAA would never be that ambiguous, most likely if by chance they were then they would accept all answers. They did it in a specialist maths MC exam once.

I would have to agree with you here. But I would also like to add that, the question makes no statement whatsoever about the order of the initial matrix, so you could do 300,200,100 or 300,100,200 or 200,300,100 or 200,100,300 or 100,300,200 or 100,200,300. And then find the difference between them, I have done that and here are the results: 180, 200, 80, 220, 60, 160.
So this question is actually beyond garbage. Because depending on how you view it you could have one of the 6 answers above. Or 200 (which co-incidentally is one of the answers above).
