Question 3b on the heffernan paper for networks says that the answer is 20 but I had 30. I know it's asking for the minimum flow rate but it needs to be a value that maximises the amount of rainwater, so shouldn't it be 30? Since 20 would limit the amount of water passing from pit 1.

I did a similar question on a VCAA paper (question 4c 2011 exam 2; networks) and got it right using the same steps above, so I had 300, and not 100 (which I think would've been the answer had I followed the steps in the heffernan paper)
