Determining the movement of electrolytes

Hello

I am not sure of how i am supposed to decide which way the electrolyte is supposed to go in VCAA  2008exam2 q8b

Ive attached an image i hope someone can help me

H2 gas is oxidised to produce H+ ions, and the oxygen gas needs the H+ ions to be reduced, so H+ are gonna flow to right. It also works if you think of electrolyte as the salt bridge in a galvanic cell, anions flow to anode, therefore H2PO4 will flow to the anode (Hydrogen half-cell).

Anions to the anode, cations to the cathode.
