Is this only for 99 and above? If I got 98.95 would I not be able to have this FFP guaranteed entry as a safety net?

Nope, you need 99+.

Some other courses allow guaranteed entry to people with ATARs below.

Yes. You should apply for a CSP anyway, it's so much cheaper

Also, I heard that there is no guarantee for an internship if I pay full fee as opposed to CSP. Is that true?

You pay a certain amount per year. Keep in mind you can get a loan up to something like 120k so you pay about half that out of pocket.

Yes. Only internationals have to pay full fee prices for undergrad. No guarantee (but then again there's no guarantee for CSPs that far into the future.)
