Depends on how many marks the question is worth, but yes, because it's an "evaluate" question I would give strengths and weaknesses.

If the question is out of 8 marks, for example, you'd include 4 strengths and 4 weaknesses to get those full marks. The overall structure and quality of the response has to be taken into consideration as well though

Evaluate = discuss the strengths and weaknesses.
Echoing the above's posts, if it is from 8-10 marks, that means that you need to include appropriate information. I think that if it's definitely 10 marks then you could make a judgement to 'top up' the marks.

A plausible structure could be:

Intro - briefly talk about how the system operates
Para 1 - Strength, weakness, link sentence
Para 2, 3 & 4 - as above
Conc - could be your judgement

Eg.

A strength of the court as a dispute resolution body is... This is a strength because... (strength)
However, a weakness to this is... This is a weakness because... (weakness)
Despite this weakness, the court is still an effective dispute resolution body because.... (link/wrap up sentence - links to the overall contention)

Obviously the structure doesn't have to be as stale as above just as long as you answer the question properly.
