Transition matrix

I just wanted to clarify, if a transition matrix has '0' as one or more of its elements, with the exception that there are no '1's' it will have a steady state. Is this true?

For example
0.5  0     0.4
0.4  0.7   0
0.1  0.3  0.6

As opposed to a transition matrix that occupies 1 in its elements.
0.5  1  0.4
0.4  0   0     
0.1  0   0.6

Is this right?

Try raising the second matrix to a high power such as 49, then 50, then 60. You should find a steady state has been reached.
