Eligibility for ESL? Somebody help~

I want to know if I'm able to do VCE ESL 3&4.. Anyone help me out here?
I arrived in Aus on 2007 April 17th.

I heard that you have to be in Australia for less than 7 years when you are applying?
or does it have to be less than 7 years when you are actually sitting the exam..
The Country I originate from does not speak English as its native language at all btw.

I'm yr 12 in 2014 and 2014 Aprill 17th would be the beinning of my 7th year.
I'm currently doing English Language yr 11 and I'm getting like B ~ B+ but I really wanna do well in the VCE yr 12 so...

according to my teacher, it's max 7 years before year 12 starts . so i think you make it by just a few months.
2015-2017: Bachelor of Biomedicine (Neuroscience)
2018: Doctor of Medicine (Withdrawn)
2019: Bachelor of Commerce (Actuarial Studies?)

If you've been to Australia for 7 years, believe me it wouldn't make that much difference. In 2011, the girl who got 50 in normal English, missed ESL by couple of months..VCE is all about ranking..so if you do ESL and get a decent mark, you will push one of students out of the 30/50 limit and I think that is a bit unethical...so if you're confident with your language skills, which are obvious by your y11 results, go with the mainstream English
