What course are you looking at? I'm guessing Deakin Psychology after having a glance at your previous posts. I'm assuming that you're a current year 12 student and hence it seems to me that you're just misreading the VTAC website.

A lot of courses will say that a personal statement is required for non year 12 applicants. Make sure that you're not reading that NONY12 section if it doesn't apply to you. Judging by this http://www.vtac.edu.au/courses-inst/institutions/deakin.html, under extra requirements Deakin just wants personal statements from NONY12.

Having a look at Deakin's Psychology courses seems to confirm that too
http://delta.vtac.edu.au/CourseSearch/searchguide.htm?courseCode=1400716261
http://delta.vtac.edu.au/CourseSearch/searchguide.htm?courseCode=1400614231
http://delta.vtac.edu.au/CourseSearch/searchguide.htm?courseCode=1400715151

They all state "Selection Mode: CY12: ATAR and middle-band. " CY12 is current year 12, and that's what applies to you. Those last two state for Non Year 12, "Extra requirements: VTAC Personal Statement ( NY12-Some ) : NY12 applicants who wish experience to be considered must include this information on their VTAC Personal Statement. "

Anyway, for most courses that do require a personal statement, you can usually check on the university's website and it usually has a list of things they want you to include on there.

Which scholarships...? http://www.deakin.edu.au/study-at-deakin/scholarships-and-awards/scholarship-listing-2014 Most of the scholarships are done via the VTAC Scholarship Application, from a glance most of the Deakin ones for VTAC Applicants are considered through the VTAC application. A few of their other scholarships are done via separate forms available from the Deakin website.

Personal Statements are just an additional part of course admissions that universities can choose to use, it doesn't get used for the scholarship process (which has its own application). http://vtacmedia.wordpress.com/2013/08/12/whats-a-vtac-personal-statement-should-i-fill-one-out/ You can still write one if you want... but it'd most likely be a waste of time if you don't need to.
