Alright lets see.
For materials and techniques, first of all you should have learnt at least one art style by now. Whether it be photography, painting, sculpting or digital editing.

There is a generic process for each but it depends on how you apply the knowledge you have with the given information

For example:
If the image insert had an oil painting on canvas, with the dimensions of 17cm x 20cm there would be no major use in talking about how the artist may have stretched the canvas because its pretty pointless given the small dimensions. Instead you would focus on the techniques as working on a smaller area, avoiding smudges and all.

Lets see Ideas and Meanings.

Ideas - just look at what the artist is trying to focus on, through the composition you can pinpoint where the focal point is. Look at symbols, the use of artistic elements and principles that convey a certain idea to pop into your head essentially.

Meanings - What is it trying to depict? What is it telling you? How does it make you feel? Why? Etc. E.g.
The use of a monotone colour palette may create the sense of doom and despair.
