Question always caused arguments in class

Can anyone help with answering this

Test Values for a statement "if X > 5000"

The answer says to test Below, On and Above the value

this would be 4999, 5000, 5001 and blank value
or
5000,5001,5002 and blank value?

Below 5000: 4999

On 5000: 5000

Above 5000: 5001

The first row tests below, on and above. The second row tests on, above and above.

I can't see the source of confusion? You would definitely use the first row of tests to check if '>' isn't functioning as '>=".

Sparks the same debate in my IT apps class.
The data should test BEFORE, ON and AFFER.
My mum can't even use a computer and got it right.

From how I normally answer my test data questions is that I always do:
The value below the boundary
Minimum Value within the boundary
Max Value within the boundary (if applicable *range checking*)
The value above the boundary

and since the condition is greater than and not greater than or equal to
It would be
4999, 5000, 5001
