Firstly, consider: is potassium iodide polar or non-polar?

Now, which of the two solvents water and xylene is polar and which is non-polar?

Apply the principle of like dissolves like and you should be able to work it out.

Q. How do we know how many bonds a possible element can have? e.g. - hydrogen, water, lithium. . . etc . .

Normally you'd just consider the valence electrons.
