Efficiency is looking at time,cost,speed.
Effectiveness is looking at how well something is doing its intended purpose.

So a question at "how long..." would generally relate to efficiency
where as a question like "How many data losses were experienced in relation to number of threats" would relate to effectiveness as it is asking about how well your system could protect to those threats.

Efficiency is about time, cost, effort.
Effectiveness is a measure oh HOW WELL a job is done. Regardless of time, money and effort.

These are pretty hard questions. You won't get something like this in the I.T exam (I hope, of course).
Think;
Efficiency = time, cost, effort
Effectiveness = attractiveness, readability, completeness, clarity, accuracy, accessibility, communication of the manage, relevance and usability. Put simply, how GOOD something is. If someone makes something better, its more effective.
