would we have to know every step in the passage of a bill??

probably should know the steps in case they ask say a 4 or 6 mark question on the passage of the bill through parliament. But it is more likely that they will ask you to explain 1 stage  in more detail so focus on the second reading, the consideration in detail stage and also know proclamation (last years exam) and royal assent

You DEFINITELY need to know the passage of a bill.

1st question -- yes! They could ask you to outline a particular stage and if you haven't learnt it, you'd be doing a disservice to yourself.
2nd question -- no, you're only required to know the role. In saying that, knowing about the process will help when answering a question regarding the role.  Honestly, I'd read over it if I were you though.

I'm pretty sure you need to know the process used by the VLRC - it's on quite a few practice exams (I mean, describing the role of the VLRC for 4+ marks kinda necessitates a discussion of process)

2015 : Specialist Maths [37] , English [46], French [47]
ATAR: 99.80

2016: Philosophy, Politics and Economics @ Oxford University

The effectiveness was on the exam last year...
[Update: full for 2018.] I give Legal lectures through CPAP, and am an author for the CPAP 'Legal Fundamentals' textbook and the Legal 3/4 Study Guide.
Available for private tutoring in English and Legal Studies.
Experience in Legal 3/4 assessing; author of Legal textbook; degrees in Law and English; VCE teaching experience in Legal Studies and English. Legal Studies [50] English [50] way back when.

That was Q12 yeah? I found that one really tough, esp with the evaluation of parliament and all. How would you structure it?

I basically just evaluated the extent to which the VLRC benefited parliament, then evaluated parliament's ability to make relevant etc laws without the VLRC.
