When explaining an aim of the NPAG guidelines, how is this a 3 mark answer?

"To provide the population with a goal, and to encourage people to participate in sufficient PA to obtain health benefits"

This was my answer, is it still correct?

"To achieve health benefits for the population by assessing whether or not the NPAG guidelines have been adhered to"

I don't know why that answer was worth 3 marks. :/ where was it from? :)

your answer looks good :) the "assessing whether or not the NPAG guidelines have been adhered to" could be changed to

The Australian government uses the National Physical Activity Guidelines to promote active and healthy lifestyles in Australia to tackle the growing
problem of declining physical activity and increasing sedentary behaviour particularly due to screen-based entertainment. :)

Only Cheating Yourself:
Does P.E and health relate in any way?  Because i was going to do P.E as i love me sports, but its not even Phsyical education?  I was expecting to run beep tests for sacs etc and then i have a look at the past exams and its all science?  And then to top it all of it scales down by 3?  Can someone tell me how this exactly physical education?
