Hey. The guaranteed entry thing with the ENTER of 95 thing was what they told us last year - and at that stage, it was not officially confirmed.
Here is something that is more updated from the Melbourne Engineering website:

So let me get this straight!

The whole ENTER of 95 isn't required anymore! You only need to average an H3 to be considered a CSP placement? In my first semester I averaged an H2B (74.5%) - I just added up all the scores and divided by 4 (is that right?). Now I'm pretty sure that getting higher marks in second and third year may become difficult, but, if I could keep that average or get a higher average I should be able to go into the master of engineering!

One question why didn't the MSc require an ENTER of 95 to be guarenteed a placement?
2008: Finished VCE

2009 - 2011: Bachelor of Science (Mathematical Physics)

2012 - 2014: Master of Science (Applied Mathematics/Mathematical Physics)

2016 - 2018: Master of Engineering (Civil)

Semester 1:[/b] Engineering Mechanics, Fluid Mechanics, Engineering Risk Analysis, Sustainable Infrastructure Engineering

Semester 2:[/b] Earth Processes for Engineering, Engineering Materials, Structural Theory and Design, Systems Modelling and Design
