when its says 'Applicants require at least a distinction average (70%) in recent studies to be considered for admission' does this mean that the individual in all subjects needs 70  or does it mean the total average of all the subjects combined.

The latter. A "distinction average" is exactly that - an average of 70 or above across your units.

Like I wanna say it's a stupid question but when they talk about 'recent studies', like your last year of uni, if you have a fail in there somewhere I can't imagine that would bode too well even if you had a 70% average
2010 - 2013: Bachelor of Software Engineering - Monash (completed w/ alternative exit to B. Comp Sci)
2014 - 2016: Master of Laws (Juris Doctor) - Monash
