3.   A magnet suspended from a light string points “North”. Should it also hang horizontally? Why, or why not?

Left or right hand?

im not sure when to use the left or right hand slap rule?

cause it works when I use the right hand slap rule to determine the direction that the armature of a dc motor rotates by analysing the force exerted on it with thr RIGHT hand slap rule, but apparently the RIGHT is for positive charges... elctrons are negatively charged, so shouldn't I be using the LEFT but I get the wrong results if I do?????

The slap rule uses the right hand. Always. There is no hand rule in VCE physics that uses the left hand.

If the particle is negative, without knowing your question, you flip the direction of current. Try the Right hand slap rule with that?
