bezier curve problem

hey guys
a friend of mine is having trouble with this bezier curve and i was not able to help him because i am not very familiar with them myself.
I would post this in the sace forum but nobody replies to anything over there.

A bezier curve has
Starting point (-2,3)
End point (2,3)
When tangents are drawn from both of these points, they intersect at (3,8)
Find the control points for the bezier curve.

if anyone could help please.
