Thought we could make a thread for cramming global politics :)

Q1: Can the causes and proposed solutions for crises and responses be the same?

I'm doing Intrastate conflict and chose to do the Mexican Drug War, and the reason for the war was due to the Mexican Military cracking down on Cartels by instigating Operations, but the proposed solution by the military is to carry out Operations to shut down the war.
